Lightning has these little stars at the ends (see Frame 73), which Fukuoka has done before (see https://www.sakugabooru.com/post/show/5138 at Frame 171)

Looking at this scene again, I think that there are two artists in this scene. It seems to be Fukuoka before (potentially including) the tower of smoke, but afterwards the lightning has a distinctly very different style to it than the first half.
