the lack of specific credits doesn't help, however I presumed Tsuru because he was the character designer and the only animation director for this OVA. Back then it wasn't uncommon for the CD/AD to handle the ED though it was usually illustration-based while this is pretty extravagant.

for what its worth, there's no action in the OVA and no action animators credited for genga, so barring a completely outside force it's most likely Tsuru's work before even considering it looks like the way he used to draw too - especially the shading on Chun Li's arms.
