almost 8 years ago- first the key animator draws the key poses (top-right), basically it's the animation but without the in-between frames that makes it smooth. So actually the key animation does the "animation thinking".
- then the inbetweener fills the blank (by drawing) between the key frames so that it's smooth (bottom-left), it's easier to fill the blank than to plan the key poses because he can use the previous and following poses as a base so that's why the less experimented guy does it (usually), then the key animator can concentrate fully on the harder key poses. That is not done by a software though if you thought it might be the case.
