The animation director was Atsuko Tanaka, who has indeed done a lot of work for Ghibli

She was the episode director, the animation director was Hideaki Yoshio, who was more of a key animator for Ghibli at that time.

They usually don't, the only other times they did this were an episode of Superman: The Animated series (again, for TMS using mostly the same animators as this episode), and the European co-production The Red Turtle.
